has it been determined if preemptive pardons are legal?

seems like you have to commit a crime first to be pardoned
I think they are unfortunately. Ford pardoned Nixon but I am not sure it was tested in the courts.
But, congress can subpoena each of the to testify and the would either have to tell the truth or commit perjury. The pardon means they can’t assert 5th amendment rights.

Nixon’s actions, while he wasn’t prosecuted, were a somewhat known quantity. Quite unlike the the mysterious Bidens.

No doubt the Biden pardons were more egregious, but i'm not sure that matters in a legal sense. The courts would have to determine if they are legit.

I see this is just another giant gift by the Dems to the Pubs and Trump. He/they won;t be as distracted trying to prosecute them for the next 4 years just to have wriggle off the hook because no one has the nads to convict them. Since they will waste less time there they can get more work done and that will be a great talking point for Pubs for the next 50+ years.

And I don’t think courts ever ruled on the legality. so I don’t think there is legal precedent. I assume it could be tested.

I expect Kash Patel to open a criminal investigation into Joe and subpoena those fortunate souls that received pardons. I don't expect Patel to try to jail Joe but he seems like a guy that isn't going to accept being told to FO by Joe very well.

I doubt the Biden crime family will stop making crimes in the future that they will be vulnerable for,...but it will be petty offenses ...similar too the cocaine baggies in the White House couch incinerated the next day by secret service.

The days of international Rico payday exploits are over
