If this happens, it will happen fairly quickly. The attempt to circle the wagons is seemingly stalling, and for good reason. Nate Silver is absolutely right when he says after watching the debate, putting that man in office for another four years is the biggest ask in political history. It is basically asking the electorate not to believe their lying eyes.
As this week rolls on and folks have discussions over 4th of July, it will become clearer and clearer that this is an impossible ask for donors as well. A total waste of money. And then the polls will confirm what is already in everyone's heads. The 40%+- that will remain for Biden would be there no matter what. That is truly the lowest bar. And he will find it.
At that point, it is true that yes, this is technically up to Biden.....but the prospect of stubbornly remaining in the race if guys like Schumer and Pelosi abandon him? No way. He will "voluntarily" bow out, but not truly by choice.
Which brings us to who replaces him? The truth is that every democrat would rightly prefer Whitmer, maybe Newsom. But the political reality within their party of jumping the sitting VP, who is a woman and black would make anyone else's candidacy a circus of political in-fighting. Even if you believe that a straight up election in a vaccum between Trump and Whitmer yields a Whitmer victory......it won't with all the noise and in-fighting associated with Kamala being passed over. And you'd be left not only with a loss to Trump, but would-be potential winning future candidates that are now wounded.
