Since the bottle incident involved the Refs, could... or should... the NCAA make some statement independent of the SEC?

What I'm comparing this to is the Oregon-Ohio State 12 man penalty. It was the NCAA that earlier this year made a statement on that incident and literally changed the rule mid-season. That was independent of any involvement the Big 10 had in it.
So just wondering if because of the fact that this was an unprecedented officiating issue if the NCAA should address it?
And I'm not referring to or implying that the NCAA should be involved in any reprimand/punishment towards the officials.
I'm just wondering if the NCAA will issue some clarification or procedure change going forward to address such issues and try and prevent it from happening again like they did after the Oregon-Ohio State game.
