The answer to your question of why this guy was prosecuted is because he committed a crime and admitted to it in open court. That’s why he was prosecuted. Prosecutors have discretion to prosecute or not. A new one decided to prosecute. Pretty simple.

I saw that he did get the clearance, but didn't link the two up. Very good point. We know this special persecutor nonsense is just a desperate political stunt; a hail Satan heave.
