It’s not semantics. Exonerated is a term that means something.
He wasn’t “cleared”; he was just told he wouldn’t be charged. As I’ve alluded to in this thread, the same could happen to HRC re: the server. I’m sure you wouldn’t be upset about that like you are with this guy.

It is semantics. Apologies I'm not sure of the right term for you to understand the point. If he wasn't told he wouldn't be charged, why was that not good enough? Why years later charge a guy with espionage, which was deemed prior not to be? Why was this guy so important they buried him in the manner they did? Why did Mueller drop the charges after he went bankrupt? The point is Mueller's nose isn't as clean nor is he as pius as you make him out to be.
Oh, and I DGAS about HRC. That old C U Next Tuesday is done and of no consequence anymore.
