"boots on the ground" number is why the dod hires usa citizen contractors because that doesn't count when they have not signed a military contract,..and if soldiers are one inch from Palestine on a floating barge, then they are not in danger,...no boots on the ground,...it's an ocean adventure that cannot be tallied as an event in gaza
