Why would that be the case?


Citizenship is not visibly identifiable. Law enforcement officers cannot rely on appearance alone without risking racial profiling or discriminatory practices. So to avoid discrimination claims, officers could easily resort to checking everyone’s papers. And if certain rights are restricted for non-citizens (e.g., due process, housing, movement), police would need to verify status during routine traffic stops, workplace inspections, and in a range of public spaces. It wouldnt take long for this to be normalized which would erode privacy rights and expectations pretty quickly.

Also- this has been tried in other places, like apartheid South Africa with “pass laws”
