I think there’s a difference between religious cartels and for-pay cartels. There’s no 40 virgins when the for-pay die. Hit them hard enough initially and they’ll collapse.
Do cartels have an Air Force? You blow the hell out of their leaders homes, and their sites where they keep their weaponry for starters ….all done through the air except for the scouting …things will change really quickly
